You need a large wall sculpture on the end of your porch that is made up of many small, highly reflective panels, angled such that at the times of the day that your neighbor is sitting out there ranting, the sun's light is concentrated directly on him. Make him feel like he's in the middle of the desert, far, far away from any oasis.
