Your car is a 83 euro, timing should be 29* at 4000 rpm. (vacuum hose disconnected)
Wastegate springs are seldom dead on with an original wastegate. Wastegate seat could be seating badly and therefore bleeding off some boost, diaphram could be pinched lo leaking.
Check for leaks by spraying started fluid around any hoses, Oring joints in the boost and intake system from the fuel head to the wastegate.. You do this with the engine running and if there is a leak the idle will speed up for a few seconds from sucking in the starter fluid.
