to adjust the e brake you first must adjust the shoes.
to do that remove the wheels and turn the star adjusters till the wheel locks then back off 3 clicks ,
set the handle and release it,
make sure the wheel spins free.
then remove the E brake handle cover and adjust the cable,
you want 3 clicks on the handle to set the brake
