Worked at a company that had a materials/finishes PHD and he claimed the actve non-rusing ingredient in Rustoleum is FISH OIL. Since this dude taught me a lot about finishes, adhesives and coatings, I would tend to believe him. He was our Guru for surface prep, finishes and adhesives for aerospace and spacecraft applications.
Also claimed you couldn't paint over Rustoleum as the fish oil prevented any good bond from forming- even after a really good cleaning. Apparently the fish oil liked metal pores/pits and was a pain or impossible to remove.
Personally, I use finishes specifically for automobiles and completely derust the parts. I like the Dupont c atalyzed products and the basecoat/clearcoat systems for gloss.
