I dont get it either. Its been stated multiple times in this thread that this crash occured in a Special Stage.
Speeding on transport stages between special stages is, as you say, a moot point. On a transport stage, a rally car is just another car on the road. In fact, to demsontsrate the point, a rally car usually carries its normal insurance when not in a Special Stage.
