For Kenny Powell: you actually have that backwards with respect to the AAR. It is OPEN when cold letting in more air and a higher rpm. The 12V heats a coil that makes a bimetal strip CLOSE the air valve, returning the idle to normal. Maybe it's just stuck shut. Take it off and stick it in the freezer and then it should be open more than at room temp. With a little luck and a careful use of carb cleaner maybe you could free it up. I say careful because I think you want to avoid soaking the whole thing and ruining the electrical part of the device - maybe elctrical contact cleaner would be better and less aggressive.
