Kenny; you can try introducing a larger airflow through the line going to the intake that normally is hooked to the AAR. remove the AAR, pinch off the hose, start the car, and then SLOWLY open it. The rpm should climb, and if it does then you can be sure your AAR is never open far enough to start with. Be sure not to let the hose you pinched off see a wide-open condition, as I'm not sure how high it would rev, could be pretty high at no-load.
