In Arizon they don't require a front plate yet still give out photo radar for speeding and running red lights, they photograph the driver and rear plate.
How do you run a front plate with a front mounted oil cooler? Since two of the posters in this thread have done conversions and I live in a state where a front plate is required, I thought there might be some ideas.
