Per Draco & Nine9Six replies, these pictures may help.
Tack the seam to the fender with a dot of weather srtip cement in the six o'clock position and work your way around the circumference, taping as you go. The first two tape placements isolate the seam from the stretching. Also, note the correct orientation of the seal in the last pic.
