If I start the car in neutral and ease out the clutch the rear wheels start turning forward. Step on the brake and the engine quits. Again any gear slected and easing out the clutch causes the engine to quit.
Now my ignorance shows up. With the engine off and the transmission in neutral or any slected gear, I can turn the rear wheels forward and back! Whats with that? If I'm locked in gear and the clutch is engaged I should be directly locked to the engine, NO?

You can turn the wheels because of the differential. Turn it one wy and the other turns the opposite way. Try holding one and try turning the other. If it turns then its in neutral. if it doesn't turn the its in gear.
