Dig out the rotten wood and fill with Aratron. Let dry, shape and sand if necessary, then prime and paint. I don't trust plywood even if its marine grade plywood. It still is plywood and still man made and it can fail. I am not sure if I am willing to take a chance. That window has been up there for a long time. That tells you something about solid lumber. I might do a little extra work and make the arch with marine grade ply and do what the boat builders do. Rap it with epoxy and seal all edges then install and paint. It might be worth the extra effort since it is up so high. The weather is pretty harsh up there, so expansion and contraction is another issue.
