Yes, Michigan insurance laws are apparently very strange indeed...
I got
very very lucky; not only was my neighbor upfront and cooperative about everything, but he did decide to file a claim with his insurance company to repair my vehicle.
Technically, and this is kind of bizarre, because my car was parked and no one was in it, when it was hit, it constituted as property damage, not a car accident. So a police report was not necessary to file a claim, and my neighbor does not have to pay a deductible. That is, I think, the only exception to the Michigan no-fault rule.
So I'm getting repairs on the house.
