You need to be careful generalizing Bug. Bug splines changed in 1970 (20mm to 21mm), and again in 1974 (to 17mm). This smaller size matches VW rabbit, etc., by the way.
I can't remember the sizes of 914 or how it changed.
At one point I think I knew how all this fit, but alas I have purged it from my memory.
