If you have a good relationship with your dealer they can pull the bike information. Probably won't tell you much, only if a recall service was done and maybe general services (I doubt this). Don't think they share the personal information though. Can tell you where the bike was originally sold, but doesn't give owner names. Wonder if Carfax does motorcycles now? I did this a while back. There is some confusion because of two systems, or a conversion.. or maybe it was unfamiliarilty.

If an independent does work that will not get entered anywhere.

It gets back to an owner keeping good records, and passing those on to the next owner (even if copies).
You can always go backwards and talk to the prior owner, etc...

New owners worrying about vin numbers need to make sure that the EWS ring recall was performed. Other than that, they are all the same.
