I have done 2 oil tanks in the last 2 months - those washers are completely re-usable - the centers squeeze shut but that is actually helpful as you can "thread" them on and they stay put while you are compressing the rubber gasket (oil filter) and trying to get those back on

there is a cupped washer that goes over the plastic ones and in the end covers it enough that appearance wise there is no difference than a new washer (you dont see it)

I know they look a mess, but the other "downside" to new washers is they are not thinned down and are really really hard to get on (not that that should stop you) - its just a data point

I did not look for replacements as it was not an issue in my case, they worked fine in both cases
