96 328is with electrical issues

Patient is a 96 328is. Trunk wiring is fine, like just fixed.

Current problem is fuse 31 related somehow on starting the car. Here's where I stand on the troubleshooting.

Pulled the OBC, switched the key to on, blew fuse 31
Pulled climate control unit in addition to OBC, switched key on, did not blow fuse 31
Put OBC back in, switched car on, did not blow fuse 31
Put climate control unit partially back in, (small 3 wire plug only connected) did not blow fuse 31.
Pulled small 3 wire plug on CCU, connected main blue connector, switched car on, blew fuse 31.

Other symptoms, when switching the car on with the CCU and OBC installed, the OBC display will light up temporarily before fuse 31 blows, but the CCU does nothing. I've read up on the capacitor fix, but that seems mainly related to display and flaky function, not blowing a fuse. All wiring that can be observed through the holes in the console appear to be fine.

Is it possible that the CCU can be bad or can this capacitor issue also result in blowing a fuse?
