Have someone pump the brake pedal while you watch the action of the calipers and brake pads.
If the pads move and clamp down on the disc the MC is working. If not then fluid is not being compressed by the cylinder either because there is no fluid or the MC is defective or there is a blockage in the lines.
Got to be one or combination of the above.....
