You most certainly can set the sag on the front of a telelever bike, and it reacts to minor spring preload adjustments as does any suspension. I do agree, telelever is inherently anti-dive, but ride height and suspension compliance react the same as on a conventional fork to spring rates, damping and pre-load.

There are tons of posts on this board advising correct pre-load
