If your '86 is the same as my '85, the footwell blowers (aka "additional fans") are fed from Fuse#2 in the 3-Fuse panel in the luggage compartment. The actual operating voltage for the blowers is via a rather stout red wire from said fuse which feeds the contacts of the "Additional Fan Relay", then out of the relay on green/white wires to both the fans and the resistor block via a common junction point. If I recall correctly it is located beneath the passenger side wooden floorboard. Plucking the relay should kill the blowers, and if not it's being crossfed from somewhere. Personally, I'd unscrew and remove the kickpanel to uncover the blower, and disconnect the wire connector. That way you can reconnect the battery and drive it all summer long with no worries. Okay, now you owe me a beer next time you're up Sacramento way!
