I have gophers, which presents pretty much the same type of problem. Not much I've done seems to make much difference, and I've tried a lot of things. Traps have been the most effective but after catching/killing a couple, more move in shortly after. One thing I've thought of trying (and hopefully some here will comment) is hooking a hose/tube up to a CO2 bottle, snaking it into one of the runs, sealing it up as best I can and turning on the gas. My thinking is they might not detect the carbon dioxide buildup in the borough and suffocate.
