I agree - you shouldn't have to.
But I think David was just offering a suggestion on how to generate more support for your cause as well as a way to document the incident.
Just like having a dash cam in your truck....to show that other driver cut you off...in case you need documentation to support a claim.
Merely a suggestion...and one I thought had some merit.
