upper shock bushing installation

was in the process of replacing sticky front calipers and renewing shock inserts- right side went without a hitch- shock insert on left side, however, had welded itself to upper bushing- only alternative was to pry out the insert from below, which brought bushing with it- have completed my brake work and have installed new shock insert but cant seem to find any way to coax/push/force bushing back into mounting plate- do I need to remove mounting plate and have bushing pressed??

figure I will need to replace bushing since rubber is freeing itself from steel center- next question will obviously be how to get the bushing out of the right side when I go to re-do that one?- thanks guys
