Agreed it's not normal to leak but it's only when the tank is completely full / overfilled.
On the plus side (not that any gas leak is really a "plus"), it's going to seep / drip straight to the ground and it's not near any heat / electrical sources. Mine's been this way for over a year now and if you watch how full you fill the tank you can still drive the car without much concern. If it's always damp with gas or a strong constant fuel smell you better fix sooner than later. There are a few other gas vent lines buried in the wheel well so plan on doing all of them while in there.
