If its such an old subject to you, give us a hint, 'somewhere on the continent' is not exactly definitive.
The liner usually clips between the fender rim and the inner fender, wrapping round the wheel arch so that crud from the road does not get a chance to fly into the wheel wells and onto oil cooler lines and radio antenna housing at front or oil tank wiring at back. Getting the dirt off them after it has dried on is a lot harder than just a quick hose down of the liner.
