The pump doesn't seem to have much resistance, so 10-15 hp seems highly unlikely. I've driven with and without it, and noticed no difference in power or oil temp.
Also, when I went to get my car smogged once, the little vacuum line to the pump had fallen off. That apparently causes the pump to not function. Luckily, I had it pre-checked before doing the smog, because without the pump, it failed miserably. Simply putting the vacuum line back on caused it to pass smog easily, with no other changes.
