I was finally able to get under the car to check out the area around the security horn and fuel pump.

I found that the harness going down through the smuggler's box was only connected to the security horn, and did not connect with the fuel pump. That makes me pretty certain that the "extra" relay is wired to allow the security system to disconnect the fuel pump.

For now, I just removed the security horn and fished the wires back up through the smuggler's box.
