Hi, welcome to Porsche 944 ownership, the insanity is starting...
The speed & reference sensors are most likely the culprit:
1. verify each sensor is connected to proper harness plug, they can easily be reversed. Try swapping them and see if that works.
2. verify sensor spacing to flywheel pickups. They need to be about 1-1.5mm away from the flywheel teeth and TDC trigger. Lookup Clark's Garage for procedure to adjust sensor spacing.
3. DME relay, may be bad or OK. There's also test procedure on Clark's.
