Looking at this from another view, I would say.. based on the year 1982, although your car may be factory.. it would have been produced through the Special wishes Dept. As such, many of the early cars were produced without slats in the fenders. (see the link to the thread posted above by IMR-Merlin for details).
Pretty car by the way and hope you get it sorted soon.
