There is a ground under the WHEEL. In addition, over time these switches seem to develop a lot of internal resistance. The first thing to suffer when the switch heads south is usually the washer motor. More resistance = less current=less output. That can be cured by using a relay to supply the voltage to the washer motor and using the switch to activate the relay!!! I would still suspect a lousy ground in the column.
