I think that "JB Weld" is actually whats left of the factory speedo cable anti-tampering seal..Porsche used it to validate the mileage, an unmolested speedo, for serious warranty claim purposes. It was spread over the end of the speedo cable and output shaft. There was a dab of that stuff up at the speedometer head/cable too.

Always got scraped/broken off when the speedo cable was eventually replaced.

Hopefully your not replacing the tail cone because of the speedo anti-tampering seal.
