My original '71 914-4 (made in 9-70) only have the lights go up on the second detent. First detent is only parking lights though I did change the wiring so I could use the fog lights independent of the main headlights.( Though I did it over 30 years ago!) I wasn't aware the regular wiring had the lights come up on the first detent...
