My car originally had an external regulator. When I changed to the internal regulator I cut the bottom of the shroud with a dremel to accommodate. Some cut the whole section out.
There have also been several versions. His shroud may have been previously modified. The picture is really not ideal to see how the fins lay out. It looks like it has been cut on top and on the bottom, and the vanes bent. He may need a new shroud, of course that is a newer engine, but the vanes should direct air down.
