They do look like "power-line-carrier" wave traps.
Basically, a device that can be tuned to let a specific frequency travel down the
transmission line and go into a device in the control room that determines where a
electrical fault happened and prevents the opening of circuits that see the fault but don't need
to de-energize.
I am sure they are just springs but wave traps come in many different shapes and sizes.
