It takes some turning of the nut to squeeze and stretch the belt. So swap out one washer and as you tighten the nut allow the engine to turn and then when the nut will not tighten any more, use your hand as a brake on the belt to allow the nut to tighten some more. The belt needs to ride up in the pulley to reach full tension.
