I feel for ya.
Try a real desktop email client instead of web based.
Web based will be IMAP and there are some odd issues with IMAP from time to time.
Desktop can be set up for POP and may be more reliable.
Or get a new email account.
Gmail, yahoo, whatever.
FWIW you can set up gmail to retrieve your Optimum mail as well as reply as if it came from the Optimum account.
Won't fix your issue if the problem is on Optimums backend but will allow you to migrate to a new account and not miss anything still going to the old.
