Big problem with that chart is that it is, or seems to be, for a 2.0 engine [6800 rpm power peak for 'S' cams -- only valid for the '69 production engine] ...
The power peak with 'S' cams dropped to 6200 rpm for the RS 3.0 engine, and would drop to perhaps 6000 - 6100 rpm in a 3.2 engine! GE-60 and your Elgin grind would see similar drops in a 3.2.
I think you ought to go back to Elgin and ask what the power peak rpm should be for your setup. I think 35 mm venturis would be closer to matching your cams.
