76 Non I/C to long neck I/c do I need this

Ok thanks so far for all your help. I have been researching this probably a little to much it's like searching web md. To much information..... I am In the process of converting a 76 turbo motor non-intercooled and adding a long neck intercooler.... What is the purpose of connecting this and bypassing the throttle body see picture .. Do I even need to connect this or can I cap off the intake manifold side?? Fyi I'm running a 993 BOV ?
