The bolts that connect the turbo to the header seems to get loose with the heat. I've tried stacking an extra nut on each bolt as a lock nut. I'm thinking of switching the bolts to fine thread. Any ideas?

are you using locking nuts?
I just went down to the local P-car shop and they had them. They were either copper or brass, cant remeber. make sure you dont use regular metal bolts b/c they will get stuck.

factory calls for:
bolts - 900 074 284 02 - (4 x $11.25 ea @ Pelican) nuts - 900 910 099 02 - (4 x $3.50 ea) this is the set up I used on mine with no problems - even after the system has been off/apart 2-3 times Bill K

The lock nuts are steel, but they're copper coated. I haven't had one loosen, but just to be safe I replace them rather than reusing.

My car had the two rear nuts linked. There was not 4 nuts, but 2 nuts and 1 special part that looked like 2 nuts joined together with a piece of metal.

I used 'Stover' nuts from the local Mid-State Bolt and Screw place. They are crushed/ovaled nut that is basically a lock nut. Of course I used flat washers as well.
