Question Help with hard starting 76 Turbo

I'm having problems getting engine to run. I purchased a CIS K-jetronic tester. I hooked it up as directed one end of tester attached to the line coming from the fuel head to the wur on the gauge side. the other end past the ball valve back to the wur. I disconnected the electrical supply to wur.. Then I jumped pins 30 and 87 on both fuel pumps. With pumps running my result were as follows.

Test 1 at 60 degrees 84psi after opening ball valve system pressure remained 84psi

Test 2 at 80 degrees same results 84psi with ball valve open and closed.

Any suggestions on what my next step should be??
