Is this WBO2 sensor behavior correct?

I purchased a 14point7 Spartan 2 controller and the Bosch LSU 4.9.

I was attempting to calibrate it. I connected the power and both controller and heater ground to a 12v battery with plenty of charge.

I never got either calibration voltage nor did I feel the sensor heating up.

Does it need more than 12.5v? Am I doing something stupid?
