Head bolt torque spec question

Factory torque spec for heads studs is 21.-23.9 ft lbs.
ARP says 38 ft lbs for theirs….anyone know it’s so much higher.

So they are still pushing 38ftlbs when they previously acknowledged 28 was the more appropriate specification?

Pretty sure my information is “old” so going with more current level.
Just what I needed.
