Rod LE Width Question

At the risk of exposing my ignorance (maybe it was exposed a long time ago), I'm trying to understand the sizing of the little end of a rod.

According to some other posts here, the LE width of a 3.0/3.2/964 rod is 24.13mm.
What I'm trying to understand, is what is this dimension covering?
Is it just the width of the steel rod, or is it the outer dimension of the edges of the protruding bushing.

I have seen some shops linish the side of the bushing so that would decrease the outside dimension.

Here are two pics I took of a 3.0SC rod with std bushing... one pic measures just the steel rod, the other pic includes the width of the bushing.

Where does 24.13mm come from?

That book agrees with what I measure, and I see it allows for the length of the bushing.

Slo where does everyone get this 24.13mm from?

Probably from taking the measurements and then the - allowance, just a guess. I wouldn’t worry about it.
