Question Case to Cylinder Clearance

Hi

I'm rebuilding a '73E and was trial fitting the cylinder into the case and noticed how 'loose' they feel, These are new and
their base outside diameter is 91.65mm, the Spigot Dia is
92.00, which gives a clearance of 0.35mm does this sound correct? I tried my old Cylinders and they feel about the same.

Also I take it doesn't matter which side the numbers on the
rod big ends face as long as they are together.
