Cam Housing prep during a rebuild

When doing a major rebuild should the spray bars be removed from the cam housings , cleaned and re-installed with new spray bar plugs or is this step normally skipped. It appears that I have a leaky spray bar plug after a $$$ major rebuild. Just wondering if this process might have slipped thru the cracks?

The cam towers should have been inspected. I sent mine to the machine shop with the rest of the engine parts for inspection and just got the word today that they are trashed. I think I probably screwed them up on disassembly, but either way, Im really glad I had them inspected. At a minimum, it saved me a major headache and a lot of time.
