Are case through-bolts wear items?
 
Is it necessary to replace case through-bolts? Haven't read about them breaking and kind of spendy at $34 each.

No, generally not necessary, but do replace the o-rings! These should be included in your new gasket set.

What would you look for in terms of wear/mileage/damage/corrosion before you replaced them? I have an engine with 301,000 miles on it which will serve as a donor for many of the parts that will go with my brand new, zero miles engine case...I'd hate to put all sorts of new stuff together then have an old through bolt fail....

I've never seen one fail. In my opinion, they don't see a heavy load...

What about replating them....to make them look pretty a nice zinc dichromate plate job would be easy to do....any issues? Or is there some fancy schmantzy coating on them that is a "do not disturb" sort of thing?

I'm not sure that I would plate the through-bolts themselves (have never seen it done), but you can certainly plate the acorn nuts on the other side without any sort of ramifications:
