'77 2.7 CIS Pressure

'77 2.7 CIS was running great 7-8 years ago, but owner died and engine sat. We drained and replaced fuel and fuel filter, oil and oil filter, Marvel's Mystery Oil in the cylinder, replaced faulty fuel pump, fuel injectors. Removed fuel distributor and plunger was sticking. Cleaned gum and plunger operates freely. Tested cold start valve which operates when started is engaged.

Engine starts and runs for several seconds and stalls.

With engine cold, installed CIS pressure gauge between fuel distributor and control pressure regulator. With the valve closed to obtain system pressure, I am getting a reading of 120+ psi. When I open the valve to the control pressure regulator, there is no noticeable drop in pressure. I have not touched the system pressure regulator in the fuel distributor as the engine ran great years ago. Manuals I have indicate system pressure s/b 90 psi and control pressure when cold s/b 20 - 26 psi.

Appears like I may have a bad control pressure regulator since pressure does not go down. However, is system pressure of 120+ psi too high and the control pressure regulator incapable of bleeding off enough pressure?

Very much appreciate your help before I go replacing a couple of expensive parts for no reason.
