Is there another thread about the engine not starting or something? I didn't see that in the original post. Are there other details about the problem?

I am curious as to why the cam timing is the first thing being investigated. Seems like it would be way further down the list.

Is there any firing at all when trying to start? Is this a rebuilt engine?

"I did a compression check and all cylinders are sat."
This leads me to believe that it is a fresh engine that ran long enough to seat the rings.
