Rocker shaft bolts and cone/nuts rusted?

I'm tumbling my shaft bolts and cones and was trying to figure out a good way to keep them from rusting. Could I blue them like a gunsmith? I'm thinking you don't want to cad or zinc plate them. What have people done here?
