Con Rod Bolt Tightness in Cap

Hello,

When removing my connecting rods for an engine rebuild of my 3.2L, two bolts are loose fitting in the rod cap. Tried installing a new ARP rod bolt and I can press it in by hand. My understanding is that it typically takes more force than this. Are these rods OK to use in my rebuild?
