'70 2.2 Engine Refresh needed - recommendations??

So, I am near completion on my '70 911T Targa restoration and it seems my engine probably needs to be refreshed/rebuilt. The history on the motor is that at some point maybe 10-12 years back it was rebuilt to "E" spec, though I have no receipts on this from previous owner. Then the car sat for maybe the past 8-9 years. The motor actually runs pretty well, but smokes quite a bit and has lots of oil leaks. I recently had the compression tested and a leak down test. As I recall, two cylinders has ~11% leak down, and all the rest were ~ 3-4%. I think compression on one cylinder was ~ 125, and I think all the rest were ~165 (I have all these written down, but don't have access to that right now). Based on the compression it seems consistent that it was rebuilt to "E" spec.
It would seem that I could get away with just a top-end refresh to correct the oil burning, but that leaves me with a bunch of unacceptable oil leaks. Thus, I am leaning to have the whole engine redone, but want to keep the cost reasonable (yeah, sure!).

I suspect there are several "must do's" while in there, and am interested in recommendations from the many experts on this forum for those "must do's".

Finally, I have never rebuilt an engine myself, but have no problem pulling the engine and tearing down to long block and reassembling from the long block stage. As such, any good recommendations for a shop to rebuild the long block in Northern California and maybe a ballpark cost I might expect for that?

Call EASY salvage yard near S.F. Ask for Jim--He might know of someone
